GB/T35718的本部分将应用于与电力系统管理领域的监控和数据采集（SCADA）相关的现有IEC标准的品质码汇集成文。本部分的这一版本没有考虑计量表计读数的品质码。它确定和汇集了上述标准之间的映射，还归档了在映射中可能发生的最终丢失品质信息的情况，定义了具有紧密联系的、公共的、具有语义的品质码列表。本部分研究处理的标准有：IEC 60870-5、IEC 60870-6TASE.2、IEC 61850、IEC 61970、DAIS DA、OP CDA和OPC UA。
本部分涵盖的数据是下列链接、应用、接口提供的测量数据：
·RTU、IEC61850或OPCDA到SCADA的链接；
·状态估计增加的验证；
·控制中心间的TASE.2(ICCP）或TASE.1(ELCOM）链接；
