GB/T23981的本部分规定了测定三刺激值Y大于25的白色或浅色漆漆膜的遮盖力（通过对比率测量）的方法。
本部分中三刺激值法适用于色漆漆膜以涂布率为20m²/L施涂于黑白卡片纸或无色透明的聚酯薄膜上的情况，在后者情况下，三刺激值Y是随后将涂漆聚酯薄膜依次置于黑色和白色底板上测量的。
本部分中反射率法适用于色漆漆膜以固定规格的涂布器施涂于黑白卡片纸或无色透明的聚酯薄膜上的情况，在后者情况下，反射率是随后将涂漆聚酯薄膜依次置于黑色和白色底板上测量的。
