This environmental impact statement (EIS) evaluates the potential environmental impacts of the construction and operation of a power plant proposed by southern company, through its subsidiaries, southern company services,Inc. (SCS), and Mississippi power company (Mississippi power), the opening and operation of lignite by the north American coal company (NACC) I proposed.The two facilities will be adjacent in east-central Mississippi.The plant will be built in kemper county and will demonstrate an advanced integrated gasification combined cycle (IGCC) power generation system.The facility will convert lignite into a syngas, producing 582 megawatts (rated capacity) of electricity while reducing emissions of carbon dioxide (CO2), sulfur dioxide (SO2), nitrogen oxide (NOx), mercury and particulate matter compared to conventional lignite power plants.New power transmission lines and power transmission and distribution lines have been upgraded, and new pipelines for natural gas, central water and carbon dioxide have been built.NACC's proposed brown mine would be located adjacent to kemper county but would extend to lauderdale county.Under the terms of a sales contract, it will supply coal to power plants.The power plant project will test IGCC technology, originally proposed for a project near Orlando, Florida, that was selected by the us department of energy (DOE) for financial assistance under the clean coal power initiative (CCPI).The company pulled out of the project because of uncertainty about greenhouse gas emissions regulations.Southern corporation then proposed to the department of energy that the financial assistance originally allocated to the Orlando project be transferred to the project already in kemper county.As stated in this EIS, southern has used the capture and sale of captured co2 in its project plan for an existing enhanced recovery (EOR) operation in Mississippi.
